So claims Robert Ciali, a retired physicist/engineer from N.E. Pennsylvania and author of the book, Robbing Peter: How to Take Back Every Job and Factory Lost to China.

According to Mr. Ciali, "The U.S. Congress has the power to recover every lost American factory and job, but they are completely unaware of it."

In Robbing Peter, Mr. Ciali names four actions that Congress must take in order to make it all happen. "Doing any one of them will not help us, but doing them all in combination will work like a charm."

Operations such as garment and toy factories would start up quickly because they are little more than empty buildings with off-the-shelf machinery rolled into place. More complicated factories could take a year or more to set up, but in the meantime, jobs associated with their construction would abound.

In Robbing Peter, Mr. Ciali offers a relatively painless approach to paying down the National Debt and reveals the sole reason why free trade between nations is an unattainable goal! He identifies the Fair Tax Plan as just another Washington half-measure and recommends improvements to it.

Mr. Ciali's proposals are very powerful. If put to use, minimum wage increases would face little opposition in Congress because they would no longer send jobs overseas, which means a higher minimum wage—perhaps a "living wage"—would be possible. And many laws that have been destroying jobs would begin to have the opposite effect! Most importantly, a resurgence of the middle class would be an absolute certainty.
